How naive someone has to be to know that in any government agency or in any government department when an elected official or an appointed official(such as appointees of a president or a governor or a Mayor) asks someone to do unethical task(forget about illegal) or a favor to his or her crony than this elected or appointed official leave a paper trail or a chain of emails or give any kind of direct verbal order ?
Forget about government agencies, think about even any Fortune 500 companies' top executives.
Is this the first time we found that the top elected officials and top executives are using code language?
The Bid rigging by different contractors and vendors are always going on on different parts of the US on different state and federal projects. Once FBI took months and months to decode $200 billion bid rigging scam for a state project, in Wisconsin DOT. There were stories that this $200 million bid rigging scam was done with blessings from teamsters union mobs, sheriff union and republican mob Governor Tommy Thompson. Do these contractors(by the way the contractors are considered the least sophisticated and the least educated and the most rough communicating styled people/professionals in our society) talk in plain ENGLISH for the bid rigging, when they bid? We wish it would be this simple that even a dumbest state employee can find these bid rigging scams.
If the contractors are not talking in Plain English, when they do the bid rigging, how we can expect the politicians, the billionaires and the union mobs to talk in Plain English?
